Key Initiatives and Leadership

Digital Modernization

He is leading efforts to modernize the department through information technology, establishing an advanced digital portal to streamline departmental meetings, review sessions, and services for livestock owners. The portal will enable district-level complaint submission, disease reporting, and real-time monitoring, with officers required to address issues within 24 hours. A central helpline is also being established for farmers and fishermen.

Disease Control & Livestock Health

Mr. Malkani launched the province-wide Pre-Monsoon Vaccination Program 2026-27 to protect livestock from seasonal diseases, ensuring ample vaccine stocks and preparations across all veterinary hospitals in Sindh.

Poultry Sector Legislation

He is spearheading efforts to introduce the Poultry Production Act 2025, developed in consultation with stakeholders, to promote investment and make Sindh self-sufficient in poultry production. A dedicated Registration Authority will issue licenses to investors across the province.

Public-Private Partnerships

He is actively promoting large-scale commercial farming of livestock, dairy, poultry, and fish under the Public-Private Partnership (PPP) model, identifying suitable locations, improving market access, and exploring export opportunities to Arab countries, China, and Central Asia.

Poverty Alleviation

Under his leadership, the department plans to provide milch animals to deserving families, particularly widows and orphans, across every district of Sindh. A province-wide poverty survey will ensure transparency, with no political recommendations entertained.

Investment Promotion

He has called on the Karachi Chamber of Commerce and Industry (KCCI) to nominate representatives to the department's advisory bodies, enabling private sector participation in policy-making. He highlighted the investment potential of livestock (guaranteed returns within six months) and fisheries, urging a shift from ocean fishing to sustainable aquaculture.
